Chapel Hill, NC

Chapel Hill, NC and Orange County have been leaders in the State in enacting progressive land-use policy and conservation. Home to the town of Chapel Hill and the University of North Carolina at Chapel Hill, the community was interested in engaging a dialog about the economics of land-use decisions. The Chapel Hill-Carrboro Chamber of Commerce, in partnership with the Town of Chapel Hill Economic Development Department, commissioned Urban3 to model property revenue countywide.

Orange County provided for an interesting analysis because of the County’s conservation program, as well as the sizable amount of real estate in tax exempt status. Indeed, roughly 40% of Chapel Hill is tax exempt, but even with that, the town produces a whopping 43% of the County’s total property tax production in just about 5% of the County’s land area. The 3D Model of the County’s revenue per acre clearly demonstrates the potency of the towns, but also their downtowns are clearly visible spikes within each town.
