In this month’s Lab, we will discuss bias and inequity in the property reassessment process. The City of Asheville and Buncombe County, NC (home to Asheville) both adopted resolutions of Reparations in the wake of George Floyd's murder. Several months later in January of 2021, the County released its property reassessment. Urban3 analyzed the County’s approach to reassessment to see if there was any form of racial bias or inequity within assessment methodology. The essence of the query was 'is the property tax system inadvertently causing financial harm in communities of color and for those of lower wealth?' The answer is "yes." Joe will be joined by special guests: Larry Clark of the IAAO and Urban3 analyst Ori Baber. They will discuss Urban3’s findings and outline a path to balance out the economic injustice in the tax system.

Larry Clark, CAE, FIAAO is the Director of Strategic Initiatives at the International Association of Assessing Officials (IAAO). Larry’s decades of expertise include County Appraiser of Wyandotte County, KS, Valuation Systems Analyst for Johnson County, KS, and more than 13 years with the IAAO. Larry’s work at the IAAO promotes fair and equitable assessment, appraisal, and policy across the globe. Larry earned his BA at Pittsburg State University.

Ori Baber, PhD is an analyst at Urban3. Ori leverages his expertise in data science to identify scalable planning practices that produce better urban health and vibrant urban economies. His approach is built on years of prior experience planning, managing and evaluating place-based (re)development initiatives in North Central Florida. Ori earned his doctorate in sustainable infrastructure and urban health from the University of Florida

Dag Detter advises private and public sector clients across the world on the unlocking of value from public assets. He has worked in over thirty countries on a permanent and project basis and served as a Non-Executive Director of both listed and private companies. He is the author of ‘The Public Wealth of Nations’ – The Economist and Financial Time’s best book of the year, as well as ‘The Public Wealth of Cities’ and writes regularly in international media.

Rachel Goldsmith is an urban planner who has worked with public agencies for 20 years to help them determine what they own and how they own it, and to think strategically around disposition and development of land to increase agency revenues. She specializes in creating GIS for real estate inventory and records management, site selection for specific projects, identification of surplus land, public inquiry response, and operational applications.

Taxes, Land Use & Land Value Analysis of 15 New Hampshire Communities Focus of Virtual Presentation

(Bedford, October 6, 2020) – In New Hampshire, property taxes are the key revenue source for local governments. Tax rates, land use and land value from one end of town to the other often vary in surprising ways.


To better understand the economic and policy implications of these three property tax elements, New Hampshire Housing contracted with Joe Minicozzi of Urban3 to analyze what types of development create the greatest tax return in 15 communities around the state.


In a highly engaging webinar on Thursday, October 15 at 10 AM, Minicozzi will launch his first presentation and provide an overview of his analysis of property tax revenues in Berlin, Claremont, Concord, Dover, Exeter, Hanover, Hudson, Keene, Laconia, Lebanon, Nashua, Pelham, Peterborough, Portsmouth and Rochester. (In 2018, the Orbit Group hired Urban3 to conduct an analysis of Manchester.) Later in October and in November, Minicozzi will present several community-focused webinars.


By using data to create 3D visualizations, Urban 3's analysis reveals the potential for improving the fiscal health of these 15 communities. The visuals show what types of development create the greatest tax return for communities, and create a clear and data-driven understanding of the economics of place. With these 3D depictions of its data, a community has a tool to make public policy adjustments, with the goal of creating long-term financial resiliency.

As the founder and principal of Worthington Advisors LLC, Heather brings 20 years of leadership in local government organizations, including most recently as Director of Long Range Planning in the City of Minneapolis.  Her team led the creation, engagement, and policy adoption of the Minneapolis 2040 Comprehensive Plan.  Worthington Advisors is a consultancy focused on governance and policy advising, recruitment and retention work with teams, and land use and strategy guidance all through a racial equity lens.

Previously she was the first Deputy County Manager appointed in Ramsey County in June 2010, where she led the Economic Growth and Community Investment service team.  She was the overall project manager for the cleanup and redevelopment of the Twin Cities Army Ammunition Plant (TCAAP), the state’s largest Superfund site; as well as leading the redevelopment of the former West Publishing site in downtown St. Paul.  Heather also served as the City Administrator of Falcon Heights, MN and Assistant City Manager of Edina, MN 

Heather is committed to seeking authentic community engagement and leading racial equity efforts to strengthen communities that have experienced disparities, disinvestment and marginalization.  She holds a master’s degree in public administration from Hamline University, a BA in History/Historic Preservation from Michigan State University, and a certificate from the State and Local Executives Program from Harvard University’s Kennedy School of Government.

How to Plan for Financial Resilience and Build a More Equitable City, Starting Today

Nearly every city manager struggles to fund all the needs of their community. It is frustrating, because every budget season you realize you can't include all the programs and repairs you want to provide to residents. Planning for economic resilience is complicated and competing priorities can be challenging when making budget decisions.

In wake of the pandemic, it has never been more important to understand the impact of land use on tax revenues and costs. In this session, two city managers and a consultant will share how visualizing the relationship between land use, tax revenues, and infrastructure costs helped them plan for long term financial resilience in their communities.

City managers aren’t in control of external factors like the tax system, and you're short staffed with the programs and initiatives you're already working on. Using geoaccounting and fiscal analysis, these two city managers helped their councils and communities see geospatial financial problems clearly and simply, making policy change easier, and aligning staff in a common goal of achieving financial health. The process educated elected officials and residents on how parts of their community are subsidized, and where change is possible.

From these analysis, both cities developed new fee systems, and support for creating infill projects. Eastvale focused on creating a new downtown area, and Lancaster re-tooled their approach to stormwater fees. Both communities learned how to grow their own wealth using assets already within their control.

In the complexity of a city budget, everyone needs to understand how land use policies and infrastructure obligations influence that next hire of a firefighter or the construction of a new trail system: it is all connected. This session will show the connection visually and provide attendees with real world examples of how geoaccounting can create a financially strong future for their own cities.

Fayetteville talks explore cost-benefit of development

A pair of presentations in Fayetteville on March 5 and 6 will explore the costs and benefits of local development choices. Joe Minicozzi of Asheville, North Carolina-based Urban3 will offer the same presentation at 6 p.m. on March 5 at the Fayetteville City Council meeting at City Hall and again at 8 a.m. on March 6 at the Fayette County Chamber of Commerce office, 600 W. Lanier Avenue.

His talks, titled “Economics of Land Use: $ and Sense of City Building,” will discuss the impact of development on local budgets, the relative return on investment from different types of development in Fayetteville and Fayette County, and other issues related to economic productivity and long-term sustainability.

Both events are free and open to the public.

The Brampton 2040 Vision was endorsed by Council in May of 2018. Brampton 2040 depicts a more sustainable, urban, vibrant and economically successful direction for the City. Building upon the 2040 engagement process, the objective of these events is to share ideas with the community as to how we can move from vision to action.
